Not visually but by a machine shop.
Valve seals have nothing to do with cylinder leak down. Guides do, to a point, but they have to be severely worn to cause the valve to sit in the seat crooked. 99.9% of the time, valve leakage is cause by a damaged seat or valve.

I had this same problem with my engine and GSC lifters.
I don't think this is the problem since the motor was fine for 5k miles.

OOPS I thought worn valve stem seals could cause a leak down reading.

The pistons need to come out to check for damage.

As in broken ringlands

i know its been a while since i updated this but mobsters was correct the valves were not seating fully when the cams were installed thus the reason for low compression. a vacuum test on each cylinder also confirmed it that the intake was not sealing. also the pistons were actually installed backwards (just my kind of luck) the machine shop rotated them as well as inspecting the rings and bearings. thankfully everything looked good. the car is currently getting a custom catch can setup new ID1300 injectors and retune. i'll post up the results when everything is said and done.
