Electrical Help: Headlights

So I’ve just finished installing everything back into my project evo 8 (engine, trans, engine harness etc.). But now I’m having some electrical issues with the headlights. Driver side, the main lights turns on but not the high beam. Passenger side the high beam turns on but not the regular lights. Ballast on both sides in working order because if I plug passenger headlight into driver side it works. I’m thinking it’s a grounding issue but trying to see if anyone may have a better idea than I?

If you have a grounding issue measure the voltage on what should be your ground WHEN the circuit is turned on and loaded. If you have a bad ground, you will see a high number (like 12 or 14v)

Could it be the headlight switch assembly that is bad?
