Kelley blue book
I work for an automotive web site and we process the Kelley Blue Book data feed monthly.
"Cruise Control" is a standard equipment checkbox that appears for all vehicles, regardless of whether the option was actually offered for a model.
Similar features include "Premium sound", "Alloy wheels", "Cassette", "Navigation system", etc.

you don't understand...I understand that it is listed on all cars but there is a box beside it that either says optional, unavailable or standard...this one says standard. The other car in the comparison said optional. Cars that it is not offered on (such as the 03 evo) say unavailable.

I know for a fact the '03s did not come with one.
