I would check and recheck the S-AFC connections, seems like the easiest thing to start with. Where did you buy it? Did they give you instructions specifically for an Evo 8? As for the boost controller, be more specific, is it an electronic or manual?

I would say that you have a problem with the boost controler. 11psi is where the wastegate opens so I think this is why you can't go any higher than that due to a line being incorrectly installed. It is smartest to install one item at a time to make sure it is working correctly then do the next when it envolves tapping into the ECU. You should power off your SAFC then troubleshoot your EBC first and go from there.
What type of EBC do you have? Remember that a EBC usually takes total control of your wastegate so your stock sylinoid will need to be capped off for it to work correctly. This also enables you to get rid of the pill in the vacume line.
Your SAFC is very easy to get the lines on the ECU backwards please remember this.

In that case I wouldn't mess with it at all. If you start tinkering, they might blame you for something. Instead drive it (gently, no boost) to the shop the next chance you get. I can understand your frustration, but better to hold off for now and keep them liable.

I would be alittle worried because you would hope that the shop knew what they were doing. A EBC Install or a SAFC install isn't that hard if you have the correct documentation and a little experience. Honestly I don't think I would trust them again to install somthing if they don't test their installs afterwards. I would atleast bring it to their attention. If you pay for a install you should get a professional and not someone just trying to make an extra buck. I understand if you didn't trust yourself to do it and you thought this would be the right thing to do but it just makes me sick because so many places are only in it for the money and that is it. So basically the customer ends up paying for their mistakes. I hope they get everything figured out for you but if not let us know and I have all the documentation that you need to get everything working correctly. I have a BlitzID and SAFC II as well install and working by myself. Good Luck.
