The pics just show you cuutting off the bumper tab. How did u relocate the tab? Where did u relocate it?

 

Just back the screw/nut back an inch or so and cut the tab forward of it clean off. Its much less work effort than you are thinking. I did mine to accommodate a new wheel/tire combo and youll figure it out pretty quickly. I used a cutting wheel and some confidence and came out fine. Youll never notice and it will stop one of the rubbing issues you have, now just roll those fenders flat as can be and hope you got the clearance you need

 

They show the relocation brotha. As NorCal said, you just use the hole in the bumper about an inch behind the original hole and drill through the metal lip, set the screw, and cut off the original tab. It's much easier than most think.
