Lots of sarcastic remarks, but I've seen no real helpful response yet.

Those little clips on your wheels are actually very small weights. In plain form, your wheels and tires are not evenly balanced. This slight unbalance can cause vibration and/or excessive road noise when driving. To solve this problem all tires must be balanced. Basically this entails each wheel and tire assembly being mounted on a machine that rotates the wheel and senses any unbalance. The machine then dictates what size wheel weights are needed and exactly where they're needed.

Found this video on youtube... wheel balancer. I'm most familiar with Hunter Wheel & Tire Balancers, but the one in the video is pretty close to what I've used. They're all pretty similar really..
