Powder Coatings
I see a couple issues here. First you need to buy the powdercoat sprayer, then you need to buy the powder itself, then you have to impart a negative charge on the wheels after you sand, prep and clean them, and the positive charge on the gun, then you have to find an oven large enough to bake them in...not saying you couldn't do all this on your own.
But unless you're interested in opening your own powder coating business, or doing some serious volume, I think it would be way cheaper and less work to pay someone who already does powder coating to do it for you. Just my 2c.

There are powder coating DIY kits that can be had for $150 or so. There was a guy on S2KI that went on a powder coating bonanza with it and the stuff came out nice as hell.
If you know the prep work, all you really need is a dedicated oven to bake em in.

Forged rims like the BBS's have to be baked at a certain temperature so that they will not crack...Powder Coating is really not that expensive...I got my rims done for $50 a piece...When it comes to wheels, I would rather leave it up to someone that does it everyday...I wouldn't mind picking up a piece of crap oven off craigslist and learning how to do smaller items, like random brackets, maybe valve covers, etc...thats about it...Good luck...
