Getting surface rust off rotors?

Yes and for the most part, yes again, but with a lot of noise and vibration going on.

It used to bother me, but I park my car in the garage and always take it for a spin around the block to knock off any rust after I wash it.

Call this odd, but I actually took a small dremel to the outer portion of the rotors, took all the rust off and painted the outside with a black high temp paint.

Now when it rusts due to water, and then I drive it - the pad takes off ALL the rust where it touches the rotor, and any spot where the pad doesn't touch towards the outside - it's painted and didn't rust to begin with.
