E Brake Wont Release. Adjustment Help!

So this is primarily my fault as when I did a rotor swap this weekend I couldn't get the new rear rotors back on. I didn't really know why so I started adjusting things (stupid idea) and I kept twisting the shoe adjuster (see pic below), I'm assuming to all the way tight, and now that everything is back on the car and the brake have been bled with the help of Joekapp, the car will not budge an inch! Even though the ebrake is down all the way/released when I go into first and try to drive it rocks back and forth as if you haven't let off the ebrake. Ended up being the brake drum or whatever the rotor sits atop had moved and wouldnt allow the rotor to go straight on. Rookie mistake and now I'm paying for it.

Below is the PDF file of the shop manual from EvoScan. The adjustment is on page 9. There will also be a pic below of what I'm talking about. I need to know which way it needs to be adjusted so that is loosens the ebrake and I can actually drive the car and so the ebrake is in normal condition. It would be a ***** to have to take everything off and put it back on more than once

take your wheels off and re-install the rear rotors
