Paint vs Powder coating Wheels

I want to get my stock Evo 8 wheels from silver to black. They have 89k on them and are a little ragged around the outside of the rim. They arent cracked or bent, but will they still looked ragged around the edge no matter which method a go with? I don't think enough sanding will make it entirely smooth

if they are "ragged" i wouldn't powdercoat them, maybe just paint them or even plastidip

they are currently plastidipped black, but the thing is that there is so much brake dust and they get discolored quickly..and im finding it hard to scrub the plastidip clean. i'm thinking they might be easier to maintain with a gloss finish?

They will come clean easier with a painted or powdercoated finish. Both options only cover the surface under them. Unless it's smooth to begin with you'll always see it.
