Low Tone Squeak (possible tire issue?)

Long time follower and first time poster! Need help please!

I have a 2003 Evo 8 mr ssl all stock. But I've noticed a few days ago as I go at about 25 mph and up there seems to be a low pitched squeal coming from what I can discern as the front passenger or rear passenger wheel. It happens when I usually hit 2nd gear and still occurs when I go off gear into a neutral roll as well around that speed, but dissapears after the car had slowed down a bit. Usually I can smell a burning rubber scent after driving a good amount of time

I had just replaced the front passenger fender liner and thought that the tire was rubbing up against it to cause the sound but I'm looking and doesn't seem to be touching in any way.

The car is garage kept and occasionally parked on the street maybe twice in a snow storm.

Don't know if this is just a cold weather problem or if this is a start to a major problem but any help would be appreciated! Thanks in advanced!

Here's a video I uploaded with the problem

These type of posts are very common here & diagnosing them is very difficult

I would start w/checking the front wheel bearing play w/the car off the ground

Then pull the wheels & check the condition of all the components (ensuring you have enough brake left, make sure dust shields are not rubbing rotor etc.)

Doesnt sound harsh. Does it occur under braking, decelerating, accelerating, in neutral coasting?

I still say put it on jacks & pull the wheels, might be something very minor

Happens during all of the above. I do some accelerating followed by neutral coasting in the video.
