No, its a feedback system.
85% wgdc attains a certain pressure (which factors into load). The feedback loop looks at the attained load and says "is the car at/above/below my desired load (bclo+btel)?" It takes the answer and applies correction to the wgdc.
Please see the numerous tuning guides for this... there are quite a few in the CT9A section and I'm sure Merlin's guide has a decent section on it.

Risking me sounding like a retard: What's the CT9A section? Are you talking about the 1-9 Ecutech section???
And why aren't these linked in a sticky??? Took me like 3 years to find the Merlin thing and a bunch of videos even. Found both of them by pure chance, trying to learn how to tune by reading and piecing together HUNDREDS of threads over the past couple of weeks...
