hmm..I wonder if cobb access port and other chip controller calibrators are legal for street use in CA ..... There has always been and will always be an effort to make modifying a car in CA look like a criminal act. The vast majority doesn't care anyway and you can't know anyone has changed their tune just by looking at there car.
