IC pipes + turbo inlet require tune ?

My car is 100% stock, including exhaust and air filter. I plan to install IC piping kit, turbo inlet hose and bypass pipe. Do I need a tune after install. Or is it 100% safe to drive my car untuned ?

No a tune is not required because the car is way to rich from the factory.

why wouldnt you just get a tune/flash instead of that crap which shows little to zero gains.

I will get a tune after exhaust and intake. For now I don't want to mess with warranty.

That upgrade should just reduce intake restrictions for the most part and the increased flow past the air sensor should be matched with the appropriate fuel. If you shift into higher load % on the maps sigificantly then the tune could change, typically the stock maps get richer with lower timing the higher load that is reached which tends to squash gains somewhat until tuned properly.
