What kind of tool required for this screw/bolt thing?
Your BISS screw is how to adjust the idle (with evoscan). The BISS screw is behind the throttle body by the firewall side.
What plunger are you talking about? The EGR valve? Are you throwing any codes?
Otherwise check your IAC to make sure it is still working.

Doesnt the IAC use a plunger? I had read a few people with idle issues cleaned the plunger in the IAC and everything was fine. I'm not throwing any codes. My car idles between 0-1000 rpm and within 10 seconds it'll stall out. Crusing and WOT car is fine, including afr's.
The picture you posted isn't correct. That may be from the older evos. The current throttle body looks like this

Yes... he posted a picture of an IAC from an EVO 8/9. Referring to the first picture I posted, he said it's the black piece in the bottom left. I posted an evo x throttle body to show that he was incorrect. After a little more research it seems the Evo X does not have an IAC.

The main thing I dont understand is that if i reset the ecu, the next time I start the car it will idle fine. I can go for a drive, come to a stop, turn on the ac, anything and it'll run fine. Now once I shut it off and start it up for the 2nd time, it all goes down hill instantly. So as long as i reset the ecu before every drive, it'll be fine lol.
