New Mods, Do I need an EMBC?
So I recently went binging, and got the standard bolt-ons for my 2010 GSR.
-ETS Intake
-Test Pipe
-Cat-Back Exhaust
-Cobb Accessport
I am not looking to go extensively beyond this, just want to get a little more zip and a little more sound out of it. I am relatively new to modding Evos, but I come from a thick DSM background (where everything is manual). The EMBC and controlling boost in general on the Evos confuses me. Do I need an EMBC installed to increase boost and get the full power from my Cobb tune, or does the Accessport do that?

The cobb tuner will give you a good baseline map that will be ok. A protune later on will allow you to take full advantage of your mods. But no you dont need and EBC. If you do get one make sure you get a tune right away otherwise you will most likely overboost. But the cobb tuner and the mods you listed will be a noticable difference!
IMO, it provides a more smooth boost curve.
The 3 Port solenoid will keep your boost more consistent and keep any boost spikes to a minimum.
I had cobb ap before, with stock setup running with OTS map, it was able to spike up to 27-28 psi.
