Exhaust mivec cam gear issue

A couple months ago I got my motor built and car running after over a year and a half of being broken. It was running great with 0 issues, but has developed an issue recently. The issue is I am getting a clacking noise from the exhaust cam gear when the motor is below 3000 rpm and the MIVEC tries to change the cam gear from 0. We have narrowed the noise down to the exhaust cam gear by process of elimination and it wont make the noise unless the exhaust mivec solenoid is plugged in. I first replaced the solenoid but that did not work to eliminate the noise. I am pretty sure the noise is being caused by lack of enough oil pressure below 3000 rpm to hold the advance of the gear. so when it has enough to advance the gear it does but then it falls back. above 3000 rpm its fine, and hits its mivec targets and does not make the noise. the rest of the motor has perfect oil pressure. Has anyone ever ran into this issue? Suggestions to fix it? or does this just not make sense?

Its probably the cam gear it self. The timing phaser. Maybe bad spring in it or plugged oil gally if it has one ive never worked with the mitsu mivec.
You should remove the upper timing cover and take a look at the cam gears.

I also have an issue with a rattle coming from inlet cam gear. It was fine and all of a sudden now a rattle from cam gear whilst under 3000 rpm.. it seems as though there is good oil pressure in engine.. any ideas on how to eliminate this noise??
