Powertrain rebuild, only 14psi??

So I've done a huge build, parted out stock evo x turbo from the states, been using it for a while. I just got a Grimmspeed solenoid. I can feel the difference w/ the solenoid, low boost in low gear, high boost in high gear (how does it do that, my M/T stuff isn't even hooked up, is it load based??).

Anywho, I'm only getting 14psi STILL. I haven't done a proper boost leak check, but I've checked all leak points from prior actual boost leaks (which were fixed), and it just maxes around 14. Any idea what else could I check (please don't say turbo wastegate broken I beg of you)? I know stock wastegate spring hits around 14, so I have no idea what's going on. ANYTHING is appreciated.

The tune has to be for that solenoid, is the tune setup for that type of 3-port solenoid? Also, people have been known to connect the hoses wrong for the solenoid and it can cause what your seeing.

I followed the guide from grimmspeed, so I'm pretty sure I have it hooked up right.
What about the tune? I'm tuning myself, but the solenoid is just running stock X tables. I spent an hour on google, but everyone said that if you ran a stock tune, you would overboost. Any idea how that works?

I read a couple other threads talking about having wastegate flaps that didn't close or seal. Not that it means anything, but when I strongarm the actuator closed, you get a solid clapping noise. Once again, not that it means anything, but I feel like that's probably alright?

I assume it idles properly?

With the GS3, you change the table to not overboost. The values are dropped to 60-70% as indicated in the GS guide. More than likely your parted out turbo is suffering from a weak BOV, wastegate, or even a leak on the hot or cold side. If you are sure there are no tubes improperly connected and no leaks with the turbo connections, then the BOV or turbo (including the wastegate control) is at fault.

FWIW, I have a lightly used (20k) turrbo sitting in my garage in Winnipeg that would go for a very low price.

Good to know. This afternoon I swapped my fuel pump out for a 320lph, and apparently that fixed it it. Not sure if it was a "limp mode" thing, or if the car literally just couldn't make enough power haha. Now on to tuning...
I should've taken up your offer earlier Iceberg, I paid way too much for the one I have now. I saw it maxed at 29psi but it had major misfires (I think that's what that was). I'll make sure to dial the wastegate down. Thanks for the info, I couldn't find much on tuning with the grimmspeed, so that's SUPER helpful.

So I gave a quick attempt at changing the wastegate failed. I found a video about Evo 8-9s, but all the tables are different. Overboosted and maxed my gauge at 35psi on my way for my "late-night first meal of the day". I know iceberg mentioned the "GS guide", but I can't seem to find anything other than "install guides". If anyone'd throw me a link, or even send their gs3 tune, I'd be happier than butcher's dog.

You need to zero out all of the correction table for now, as well as both WGDC tables, Do a test pull. It should make ~14psi (wastegate pressure). Then, add duty cycle incrementally to the reactive solenoid table to increase boost. Once boost is set, you can implement the correction stuff. You have a lot of reading to do..
