Do those things really do anything performance wise, over 5 hp? I would really like some info on that. They do look good on the IXs. How much are they?

They add more power than a turbo upgrade, but not as much as a big aluminum spoiler from Pep Boys.

The idea is they generate more air flow to the rear wing on the car. The profile of the Evo VIII / IX is horrible for getting air flow over the top of the car, and most of that air falls off the side of the vehicle, making the wing worthless. The vortex generator is supposed to 'disrupt' the air flow a bit and force more air to the back wing, therefore making more down force. Unfortunately I dont know anyone with a wind tunnel so I cant test it out However, if you really want more down force for your rear wing, hang it off the back of your, at the same height, by about 3 feet. That will put it firmly back into the air stream, but it makes you look like an idiot at the same time.

It's used when there's a sharp transition from the roof to the rear window, like on the 8/9. But on the X, the transition is much more gradual, so I doubt there'd be any benefit.

Exactly! Vortex generators forces the boundary layer flowing across the top of the car to detach at a predicted point. The height of the vortex generator is optimized to the height of the boundary layer at a certain speed. This forced detachment creates a vortex in the flow, which in the simplest terms is a vacuum for high momentum air. As the high momentum free stream air is sucked in by these created vortices, it forces the flow to reattach to the car, allowing for the overall boundary layer distance to increase. This decreases the Cd of the car both by the increased boundary layer and the preservation of the ‘kutta’ condition, which is the large moment vortex that is created by the air falling off the rear of the car. This rear vortex creates leading edge suction at the front of the car, physically pulling the car forward, and thus canceling out some drag.
