Dealer wont fix TSBs??

So I took my car into the dealer....had a hard start issue and saw on the forums that there are two TSBs. One for replacing relays with modified relays and one for reprogramming the ECU to fix the issue. They said they could not replicate the issue....so they arent fixing those, even though there is a TSB out.

So my question is, are they supposed to fix it or are they supposed to be able to replicate the problem themselves before fixing it? I know that the hard start issue is not a recall, but arent they still obligated to fix the issue?

Also, does the ECU reprogram do anything drivability wise, I know there is also another TSB for reprogram that has to do with the idle....found it on allautoworld

Dealers are required to perform Recalls only. TSBs are simply guides for fixing common issues on particular vehicles. If the techs cant verify the issue, then they dont fix anything.

Have you checked to see if your fuel pressure regulator vacuum line is plugged in? Some guys were having issues with rough idle and such.

The one time I had a starting issue, it took a bit longer to crank then proceeded to start but sputtered like it was about to stall out...then it did its usual idle at 1500 or whatever to warm up. It was only one time so I am not sure what that was.

Also, as for my idle...when coming to a stop and pushing the clutch in, most of the time the idle will come down and sit at 750 but quite a few times it will go down to 500 then bounce back up to 750. I owned a 1G DSM before this car so I know about these problems with a lightweight flywheel, but this has the stock flywheel and clutch. Not sure if that is a big issue or not.
