i would say cheap moding is not a good idea. In the end you get what you pay for.
While it is OK to get the cheapest of the quality parts it will still cost you some $$$.
Like what everyone else said Intake, Tune, Exhaust.

Trust me, just get a K&N drop in filter, UICP, and a TUNE which should cost you a total of about $750 all together. That should give you around 50whp more over stock and anywhere between 60-75wtq and your car will run much smoother also
. That should hold you over for a while and you could focus your attention on wheels and suspension
. When you're ready to add more horse power, I would wait until you can buy ALL the bolt-ons at one time so you only have to re-tune once.
On the serious side, drop on filter. /K&N/ 3 port solenoid /grimmspeed/ test pipe , tune. That should run you less then, your budget or close . And I do not think any other option will give you more gain reliable. when you buy parts , don't forget to add to your budget the installation price too it. Test pipe is an easy swap between a catalytic converter and the test pipe. The Cat is a plug between your engine and the freedom for a gasses. Think about it as a gate

I understand what you're saying but, like the OP said, HE'S ON A $1000 BUDGET!!! If you get all the bolt-ons with a tune, you are looking to spend well over $3500. If you just get $1000 worth of bolt-ons WITH OUT a tune, you're only going to gain maybe 15-20whp (maybe a little more if your lucky) and you're not going to capitalize on that MOD (not to mension that your car won't run as smooth as it should).
