Steering wheel will not unlock
When i shut the x off i was still moving the wheel and it completely locked. Normally you just have to wiggle it to free but right now its a lot tighter than normal(like doesnt wiggle at all...). whats goin on

I agree with Sev. You just have put pressure on the locking mechanism. Turn it a little harder and turn the key to unlock and it will free up.

I never had my Evo do it, but I had my Saturn lock up to the point that I was a bit panicked. Really had to crank on the wheel while jiggling the key. It'll free up sooner or later.

might help to get the car in the air, or at least the front wheels if you still can't get the wheel to unlock
