meth / ethanol / alcohol kit

Being that I live in California with 91 octane it seems to me that ethanol would be beneficial. I have an upgraded IC but mixing a little water with it might help. I'm not really sure, just trying to get some ideas. E85 would be the best but I have yet to find any local sources.
