Would an AMS High flow CAT be a good alternative to a test pipe

High flow cats are a good alternative if you're worried about emissions, or are generally environmentally conscious. They usually produce less power than a test pipe, but honestly the difference isn't staggering. People in some states get them because yes, a test pipe completely replaces the catalytic converter, which is needed for emissions testing some places.

I'm thinking I want to change out the exhaust. I like the way the tomei sounds but just not really sure what I want.

just to clear this up, he does have a cat back exhaust. Cat back refers to the everything behind the catalytic converter, hence, catalytic converter/cat back exhaust system.

Sorry, I originally said 1/2 of a CAT BACK because in the OP pictures I did not see a muffler/resonator or an exhaust tip at the end. Shekaar posted a link earlier of what he thought this exhaust was and it clearly showed the exhaust with either a muffler or straight pipe with a tip.

Upon detailed review of OPs 4th picture I can see what appears to be an exhaust tip right where the light starts to overexpose the picture on the right side.

My bad its a complete straight pipe (no muffler) Cat Back Exhaust from the best I can tell. Good catch MLouis!
