Hi guys owner of a 2015 WW GSR evo, upraded from a high milage "08" Evo x gsr, Im a newbie to the modding world. I know this has been asked to death probably, but i would love to have some of the more seasoned owners out there help me out with suggestions. I dont need crazy horse power but would like to get a nice bump out of it. If possible could you also let me know what needs a tune and what does not.

First - Find the best shop in your area
Second - Any modifications that change the rate or amount of air pulled into or moved needs a tune in my opinion.
Third - Basic first round of modifications is Test Pipe, EBCS, Drop in Air Filter (Cosworth is nice because you don't have to oil it), and your tuner may recommend a fuel pump or not with that level modifications.
Basically you should get a bunch of parts then install them at once and get tuned. How many parts, and your power level goal, is up to you. I'd get used to the car first and see what you want to do. Past the above you can cherry pick a laundry list of things like UICP LICP, Intercooler, etc.. What you need to know however is that a downpipe isn't really necessary until you get a bigger turbo.
Past that you have a laundry list of things you can do up to a new turbo.
What you should do is just relax, read this and other EVO boards, get used to your car, and decide what you want to change. Want a tiny bit of kick and smooth things out without a tune or impacting your warranty? Just get that drop in filter. It netted me about 15hp without a tune. (I know this because the car dyno'd with just that on it at 245 and should be more like 225-230 for a stock EVO)
Short list? Find a great shop in your area, talk about your goals, and get their feedback and opinion. A tune is around 400-500 bucks, so all in for a 'first round of modification' you're looking at around 1500-2000 unless you find parts used etc. which can defray that cost.

Napalm I appreciate the feed back, I am used to the car been driving an Evo for 4 years. So you would go with a drop in over cold air intake with out a tune.
Do you prefer a custom tune over the stock tunes that come with the Cobb access port?

I'd just save up for some basic parts and get a protune.
