Worth buying a rebuilt Evo X?
I found an Evo X that I'm interested in but it has a rebuilt title. Is it worth considering or is it a waste of my time? ill include the link. mainly looking for evo's under $23k

Depends on what you mean by worth it. If it were me and I wrecked my current Evo, and my goal was to pick up another to rebuild into a rallycross car or something, I would consider it. But I would be taking it all apart and rebuilding it essentially.
If it is your first Evo ever and you want it to be a nice reliable DD then I would look for a stockish clean title car.

The car has been fixed, it's not like it's falling apart at the seams. Salvage title is what to stay away from.
They have to be repaired properly to be considered rebuilt. Consider the cost vs a clean title car, if it's significantly in your favor, why not?
My first Evo was a rebuilt title. Only issue I ever had was selling it.

Car is missing the plastic trim around the intercooler, and over the core support, and airbag light is on. Stay away. Highly likely it wasn't fixed right and will be nothing but problems, including issues with the paint. You can find nice EvoX's in your budget, no need to get a salvage/rebuilt car.
Your question is very general, so my general answer is: No. There is nothing wrong with rebuilt titles. I've owned a few and had no issues other than overpaying for insurance.

Went to Dallas last weekend to check this Evo out. Overall, not bad for the price, but a few things caught my attention...
1. passenger curtain airbag was not replaced, only cut out and headliner was stuffed back in (thus airbag light is still on.)
2. front bumper doesn't align with the hood.
3. cruising in 4th gear around 3500rpms, give a little gas, and gear pops out of 4th into neutral.
4. compression test when WARM read 90,95,90,100 (using Harbor Freight Comression Tester.)
Upon further research, people say the HF compression tester is inaccurate as the schrader valve is on the gauge end of the hose and hose is narrow. However, readings were all within 10% variance.
I told him if he would meet me at Evo Dynamics the next morning and do a leakdown and I could see the motor was healthy, i'd happily take the car, but he declined saying "I don't want to test the car too much and damage it" so I left it at that.

I owned vehicles with rebuilt titles in the past. Dirt cheap compare to clean title
just expect to get nothing for it if you plan on selling.
For an Evo that's a no brainer just keep it and never sell.
My initial plans was to buy a Rebuilt 8,9, or X could have had one for 10-14k max.
Problem is I could not wait and save, so I finance a clean title one for 26k.
