I can confirm that once the ECU is flashed, if they check the CVN, it will fail; regardless of if there is a stock ROM flashed back on.

Right, there's a way to hack the CVN to input what you want. Trying to figure that out now. My issue is it won't even communicate with the inspection computers so not sure if that's a CVN issue or because I'm on a tephra rom

If you read through this thread and this post its possible to flash back to stock and have a matching cvn you will need your immoblizer code though:

I dont think there will be any updates until someone figures out what nys is exactly looking for so on the ecu

I'm in NY and fully (self) tuned. I DO have an EPA certified CAT, but the Mitsubishi dealer connects to the ECU and it reports back that everything is A-OK...every year for the past 12 years...

Oh I see the OP posted this in the Evo X area, but it is an EVO 8 he is trying to pass....
I don't know about those!

Have you tried it this year yet? This year is when they updated all the new software

Jersey is not there yet thank god. I just did my VMP tuned Coyote a month ago.

Luckily Jersey also has "collector", for limited production vehicles (less than 25 years old),
until it is antique. They changed that to a 5 year sticker, so I'm good til 28, and then antique.
