H&R springs sagging?

I recently returned to my OEM springs after my car was 'defected' by the highway patrol for being too low at the front 
The front end was notably lower. The only thing that was changed was H&R lowered springs were installed.
They were on the car for about 3 years and were deemed ok for height by the law.
I am still unsure if the springs or shocks were to blame.
