I see this issue come up quite a bit so I want to leave a note about it.
When paying for an item with Paypal, DO NOT SEND PAYMENT AS A GIFT! Sending payment as a gift removes your right to contest the payment and get your money back if something goes wrong with the sale.
It's worth paying the 3% in order to ensure the protection of your money.

I also get their info: name, address and phone number before sending out the payment to an email address. except of course it is an online website vendor where they accept paypal.

there is a 3% fee even if you send it as a gift as long as you are using your credit card to send the money. if you are sending money as a gift BUT with your checking account as the source of fund then there is no fee.
