can a slightly bigger turbo still spool the same as stock?
in another thread, someone said something to this effect:
stroke the engine to 2.4L and a large ball bearing center section turbo will spool aprox the same as stock and give a lot more top end power.
is it true that you can get a larger turbo to spool as quick as a stock turbo? are there any other ways to achive this?

good tuning and supporting mods will make any turbo spool faster.
it is hard to beat the spool of the stock turbo...it spools very fast in comparison to how much power it creates

Yeah, supporting mods will make or break it. A good tubular header, or just a well designed cast one, maybe a ported head, and a good exhaust could make a larger (not too large, though) spool the same as stock while making more hp.
