The mod that you were talking about (removing the pipes after the cat) can be compared with some american muscle cars with NA engines and you might get a good sound out of it. Some people typically use cherry bomb or also bazookas, they are cheap easy to install straigh through silencers which are intended to replace the heavy restricted muflers.
On the Evo is a different history, fortunately you can combine an excellent sounds without sacrificing power , in fact you can combine both(great sound and great power) which is ultimately what you were looking for.
A full turbo back with either a 3"hfc or a test pipe will get excatly what you are looking for and you will get the reliability,performance,looks and law/regulation compliance.

actualy when i was installing my test pipe and cat back, i took a quick tool run to auto zone with just my down pipe. it actualy sounded kinda nice when u first started it up, but its the most anoying thing once you really get going.. kinda like a retarded harley or somthin..

It is typically very anoying to drive like that to work not to mention the law implications.
