Those bolts are to bolt the sections of exhaust together. You canno remove the baffles. When I had my megan exahaust it never whistled. However my Greddy SP2 whistles at around 60mph which seems to come and go depending on the weather. My greddy also whistles at idle but only when its under 20 degrees f outside.

 

Does anyone have the part number (AutoZone) for this device?

I went there last night and they had like 4 different types.

ahh, not sure what your question is, but the rear 02 does not change the tune, the rear o2 is there just check that the cat is working..
