Evo has a mind of its own!!!HELP

So i go to start my car yesterday morning and the battery is dead, so i get a jump from a friend. Car starts and all is well. I pull into the gas station and i turn the ignition to off and the car will not turn off, nor is my TT counting down. so im like WTF. I had to get to school for a midterm review so i continued on my way. I get to school and the car shuts down like normal with the TT counting down, but then my gauge cluster comes on,TT resets and starts the count down again...so i try to start the car and it just cranks and cranks, but will not start.....i dont think i had any spark(didnt have any tools to check). I disconect the battery and when i return after class i reconnect it and the car starts fine. I go to my fathers shop, and the same BS happens when the car shuts down...it just turns back on again. I disconect the TT thinking that might be the cause of my problems....it wasnt. After bashing my head aginst the wall for a while i came to the conclusion that there was a constant power source feeding the ignition and dash and that was some how causing this issue.
Recap: key out, ignition off, TT no longer conected, Dash cluster on, aftermarket gauges on, car will not start.
So i start pulling fuses til i finally pulled the fuse that turned the power off....It was fuse #13, for the hazards. Once this fuse was pulled the lights went off, and the car started with no problems. If i put the fuse back in the problems start again. The car is fine without the fuse, but i have no blinkers of hazards. I know its really weird.....any help would awesome.

could try taking out each bulb one at a time while the fuse is in to see if you can see where the short could be. or take out the ammeter and see how much power is flowing through each.

sounds like an electrical problem. Someone either tapped the wrong wire or accidentally nicked a wire and its making contact with another wire. Or maybe one of your connectors are loose. Check all your aftermarket wiring connections. Make sure they are solid and good.
