OP, every Evo has it - you just have to set it where you want it. You can do this yourself easily with EcuFlash, or you can rely on your tuner to do it.

im already tuned. can i still have it done plus there is a wire hangin under my left side of the dash does that have anything to do with it? does the pedal have to be floored for it to work?

No you floor it with the clutch in and the car sitting still. The point of a two step is that you can floor it and not worry about keeping the revs at a constant RPM.
Push in the clutch while stationary and rev free to see if it catches at 5-6krpm. If you can go above 6k with no restriction, then you don't have one and need to set the rpm from where it is now down to where you want it.
warr ams tuned me i tried when i first got the car. does it have to be in gear? and there is something hangin on the left side of my car under the dash i heard thats where the rev controller was? does it just need to be pluged back in? yeah i though it was kinda funny that ams did not set it up for the previous owner. thanks guys
All Evo VIII's and IX's have it, it's a function of the stock ECU - no exteral devices necessary. The 2 step in the VIII is set higher than the rev limiter from the factory so it needs to be set lower to work. Evo IX is set to 5000 rpms factory and it bogs terribly. Very easy item to set in ECU Flash... Stationary Rev Limit - set it to 6000rpm.
