When posting pics i see people make their license plates all swirly so you cant read them which looks alot better than when i post a pic of my car with a screwed up attempt at cutting out my license plate with windows paint? how do you do the first option?

is photoshop what people are also using to scale down images to fit as avatars? mine always says too big

Yes, but you can also use other photo applications.

its easy bro just open up paint every one has it on there computers then just browse files untill u find it then open it then just edit it. just resize it to what ever u want. photo shop would be like 30 times confusing with all the cropting u got to do and all the shi* just use paint thats wat i use comes out good.

For simply resizing, it is very easy to do in paint as evoracing said. I use Photoshop as well, but only when I want to alter the picture to look better and other stuff.
