Does this mean that their performance parts are NOT street legal in ANY state except California.

 

The only parts legal in Cali will be ones that are marked "C.A.R.B. Approved" - California Air Restrictions Board or something like that

 

Seems to me like it's saying you can only have the parts on your car in CA, but you can only have them on your car when you're at the track? Seems like they aren't street legal at all, if a cop stops you. If it's right, it says "may NEVER be used on any highway," therefore not street legal.

It means the parts are illegal in California except on race cars on a track. They're legal in every other state.
