Unless you can afford the dyno time, have all your mods installed at the same time, then flatbed tow (if necessary, but DON'T DRIVE it!) the car to your tuner.

Everything I listed would be needed for a turbo upgrade. For you cause you seem very new to turbos and boost I would say an BBK Full or FP HTA Green or Red. The reason why is because they are a stock bolt on turbo. The BBK and FP HTA Green spool better then stock turbo with more top end. But like I said I suggest you do the stock turbo upgrades first before swapping turbo...One thing I didn't mention is you should get cams for a turbo upgrade.
If you're changing your intake then you should have an a/f gauge or get a tune unless you know the car's tune is stock (Evos run rich stock so the stock tune likes intakes). Injectors and boost mods are probably the ones I'd just have the tuner install pre-tune. I've been told the car will barely run on E85 without a retune, so that's best done by a shop.

What is your goal, just a few more ponies? If so, just get a cat back exhaust and a down pipe, and maybe an intercooler. If you want 400+whp, you will have to do more mods. Just think of the motor as a pump, new turbo flows more air so that is why peeps redo their top end, valve springs, retainers, cams; etc. If you can flow more air you need more fuel; walboro; injectors; fuel rail; fuel pressure regulator; etc.. If you have more fuel and air, you need more spark to ignite it all better; new coils; plugs; etc... If you have more power, you need better brakes; cross drilled rotors; new calipers; pads; etc..
Think of the modding process as your roadmap, and your goal is your destination. You have to now where you want to be before you get there.

I don't have a number goal, I just want to increase the power from where it is now by adding the part that will net the biggest gains. I'm willing to do a few other parts if they necessarily need to go together like an upgraded valve train with aggressive cams so I don't float a valve, etc.

Yea do some of the mods a little at a time like the pump, o2, licp then save for the turbo, cams, and fmic if you decide. Don't be like me and have minor bolt ons and do a turbo upgrade, cams, etc. all at once!

Would an O2 housing and a fuel pump be a better "bang for the buck" modification instead of a new turbo (FP Green? No idea...), injectors and a fuel pump?
When modding an evo 9 on stock turbo most usually do this
- Intake system(drop in are a waste of money)
- 3" Turbo Back Exhaust
- o2 housing
- LICP
- Walbro Fuel pump
- MBC, EBC, or 3 port Boost solenoid for ECU control boost
- 3.5" IC
- Injectors depending on how much power you want
- No need for cams on evo 9 with stock turbo...a good tuner and MIVEC is all you need.
I think most people group their mods into stages. Some don't require a tune but they just won't add much power until you do (fmic, piping, less restrictive exhaust).

What about something like bolting up an FP Red with the 80mm housing?
Will that work with stock injectors and fuel pump? What needs to accompany modding the turbo?

Your just asking for death to your engine..Just do the mods that are suggested. There are multiple posts in this thead that tell you what to do.
