OP, the weak sauce in your current set-up is the 91 octane gasoline.
If at all possible, the very best mod you could make would be the E85 mod. And if you wish to run much higher boost (say 28 psi) with the E85 then you will need a Walbro 255 fuel pump and 1,000cc injectors.
I attempted to make maximum power on 91 as well, but each bolt-on mod only adds a small amount of power. It is a slow and expensive way to mod your EVO. You will never be able to add as much power as you will want w/o a larger turbo or E85, or both.

Not feeling the E85 though, trying to get that fuel on a regular basis here in San Francisco is too painful to make the power worthwhile.

It really depends what you're power goals and reliability concerns are first?
Everbody gets bored time to time with power outputs because of the simple fact
that you become so used to it after awhile. Have you installed all the basic bolt ons
for the stock 16g turbo? If so, then maybe its time for a turbo upgrade now?

1 & 2. HTA Green / BBK Full
3. FP Green
The 2 are pretty close from what I keep finding in my research..its just more of what everyone likes more. I personnally am going to go with the BBK Full but thats just because I really like the stock turbo feel just need more top end but dont want to loose my low end power.
Anyone feel free to correct me if I am wrong.
From what I hear, the bbk turbo spools pretty much at the same time as the stock turbo, if not maybe 100 or 200 rpms later. I have also heard that the bbk stays pulling hard through out the whole rpm band compared to the fp red. The fp red supposely has dead spots in parts of the rpm band.

I have a drop in filter, TBE w/ test pipe and a tune.
The car puts down 291awhp/300tq @ 24psi. I want to keep it looking as stock as possible, so no chrome or anything that looks aftermarket. As soon as a police officer sees that - you're pretty much off to see the ref if you can't produce any CARB stickers or welded plates on your exhaust manifold.
I'm open to a turbo upgrade, injectors and a fuel pump since it sounds like those parts all go together.

No dead spots in my dyno tune and pull I wish I had done the drop in pistons I would have been closer to 500. The best pull of that night was about 480 and they backed it down to be safe. I'm going to prep the car for a race gas tune and then I will get a meth kit in the winter and 500+ DD

The dead spots really come from cam choice. Turbo choices from best to worse currently

What does HTA stand for?
How are these different? Compressor housings? Wheels? Both?

ok man, choose your poison, i think its dumb to put on a new turbo on a completely stock car basically, heres some suggestions
boost controller (hallman or forge) $65
walbro 255lph fuel pump because you want more power so youll need it later $70
licp (buscher, ams, whatever)- $200?
fmic (remember this adds weight and probably wont help much at this power level)- $700
uicp (more for looks than anything)- $250
o2 housing/02 external dump (the housings are on ebay for $80 should give you about 10 hp, the dumps are proven to give about 20hp over a meagan 02 housing but theyre like $350-$450) pain to install
ported exhaust mani (about 10 hp or so, but i dont see it until getting a new turbo)-$200
cams (thisll give you power no matter what anyone says i got an extra 30whp from cams)-$500
theeen after you have this stuff done in some respect, go for a turbo, either fp red or fp green (id go green for better spool etc,) the new fp green is supposed to put up a loot of power- $1850, $850 if you can get a stock evo ix turbo.
