Ok so i know this is a very "newbish" question, but hey, i want to know lol. In these pictures the circles in the first picture on the front bumper are those fog lights? And why do some evos have this front bumper and others have the other as posted in picture two? My guess is they're different models? Just wanted to clear this up because it was bothering me that i did not know lol.

The first pic is a 2006 Evo IX and those "foglight" holes are for show, the fogs are in the headlight. And the 2nd pic are 2003-2005 Evo VIII bumpers

So only the 06's will have that bumper? And 03-05 wont no matter what? And is it all 06 or only certain models? And up close is what is in the holes just black plastic?

All 06 models come with the bumper stock. An 03-05 could have one but only if the owner does a swap. The holes go all the way through and have a mesh at the back.

those are actually "speed holes" ala the Simpsons. I myself mounted laser beams in there to deal with the crappy Seattle traffic.

They aren't "for show" as someone put it, but I don't necessarily know that they are more efficient at cooling either.
