Im the market, have a few ?'s about a potential car

Hello everyone,
I have just recently entered into the market for an Evolution. I have previously owned a wrx which I sold when I moved to AZ for school two years ago. I considered going back to a Subaru, but after looking at whats out there I will not be satisfied with the condition 99.9% of the STi/wrx's that are on the market... and the rest are stupidly overpriced.
That being said, I have increased my car budget and am now looking for an Evo. I test drove an 06 MR a few days ago that only had 52k and was stock, however the guy and I were unable to come to an agreement on price.
I expanded my search out of state and found another car but I have a few concerns that I was looking for help with. Would like to have a better idea of what Im getting into before I consider hoping a flight to look at a car...
The vehicle is a '05 MR with 68k running cams/exhst/injectors/tune on the stock turbo.
This was in an email thread with the seller
1) "1. WARM START: If the car has been sitting for around 30-90 minutes the warm start requires you to press the throttle a small amount.
This is not a mechanical issue and has no long term effects on the reliability of the car."
2)"A/C: If you turn the A/C on full blast and are driving around the car may drop in RPMs when you come to a stop.
This is NOT a mechanical issue and is fully tune related. It is my fault, I had the tune done in the winter and never thought about the A/C
I always drive with my windows down and never drive when it's too hot, so this hasn't been a problem for me. A new tune will 100% fix this."
-Has anyone experienced this before?
I have tried searching and read a few things that led me to the conclusion of a possible IACV issue or some gaskets in the TB/intake mani. I cant remember what the thread referred to possible TSBB or something like that it was a 4 letter acronym.
Any other ideas?
I have a video the seller sent me of a cold start that also concerned me. RPMS started about 900ish and slowly climbed up to the ~1500-2000 expected with a normal cold start. Wondering if the issues may be related...

I've had both those issues, I'm not saying it could be 100% the tune, but for me, that's exactly what it was, I went back to my tuner and he fixed it for free, I haven't had a single issue since then in my black evo, and that was roughly 30K miles ago.

Really, you didn't think that was out of ordinary? You guys are the ones who would know, my problem is I have very little to compare it too.
Found a beautiful WW 05mr with 15k on the clock, but the dealer is asking 30,000
That may be fair considering the condition miles and color but damn Im not ready to part with 30k for an Evo.
So it continues... If theres anyone else with input about this car I would love to here it.

30k for a 2005 MR is steep. now, if it was a 2006 or 2007 in service vehicle, it will be a fair price. try to negotiate your price. I would guess, since it is 2005, it is $22K tops.
