I found a 2004 EVO RS that I am extremely interested in, I just want to know what price range I should be paying for it as I am not familiar with EVOs at all.
Color: White
Mileage: about 60k
Rims: Volk CE28 18inch with tires that have probably 5 treads left
Interior and Exterior is 9.5 out of 10 I suppose
has 272 Kelford cams
catless full 3" exhaust
JDM rear bumper with evo ix taillights
And some more engine mods
KBB values the car at 16.5k but the seller wants more than that, what do you guys think the price range should be?
16-18k? 18-20k? or maybe less?

For an rs I would be expecting over kbb definitely. Thats basically a useless value system when it xomes to evos and especially at that mileage.

Whatever you do, make sure to take the car to a Mitsubishi dealer for a full diagnosis before buying. You never know what's with the car when it comes to buying a used car that's modified.
All used cars should be buyer beware, in addition if someone has an evo that is modded and tells you they don't ever drive it hard would be lying to you. The tranny could just need a simple oil change or it could be the sign of something worse. Take it to a mechanic and get it checked out if the seller isn't ok with that you don't want the car.

I'm with those above me. The mere fact that someone power shifted it should throw huge flags, and the fact that they're still hogging on it going into 5th is even worse. I've also been looking for an evo for a while, if I were in your position I'd probably pass on that one.
I sold my 06 WW IX RS with 93k miles on it for $16,000. The car was in overall really good shape. I probably could've waited a little while and got more for the car, but I wanted it gone.
For the 04 RS with 60k miles on it, I wouldn't pay over $18,000 for the car. Even that seems a little high, but it having only 60k miles and its very clean it might be worth the extra $$. Just my 02 man, good luck!

RS models in 04 IMO are the best 8 made, no power options- "crank windows" no abs aluminum roof "if I remember correctly" no ACD but has a front LSD std, light model and less issues to worry about and more engine bay space, wish I found one In my area f/s cUse there my favorit model, and I agree with all the above defiantly have someone check the vehicle out if your unfamiliar with evos or car experience and if you do purchase it, get it tuned by a good shop because you never know who tuned that car last or how safe the tune is, defiantly a good buy though if all checks out, good luck!
