Exclamation How much should I offer for this evo 8?

So I found this evo for sale and was wondering whats a good price for it. I was thinking about offering the seller $15,000 because of the high mileage it has.
Here is the Info:

I might offer a little less, especially with the ACD pump issue, how bad of an issue ? Plus the dents.

Hey, welcome Kevin. Yeah, go for it.

He noted an ACD problem. Those units are very expensive, so please consider that when negotiating. Front lip is gone as well. Looks like the rear wing is not from an EvO8 (EvO8 had the carbon fiber inserts into the uprights). Must be a EvO9 wing (That wing is not as good)

Need to figure out what the issue is w/the ACD pump. Like i noted, that unit is very expensive.

A pre-buy inspection, at an EvO knowledgeable shop, might be in order (check compression, leak down & all the other mechanical bits) Once you know the issues you will be in a better position to make an offer

I contacted the owner and he said that it needs to be replaced, ive been studying and researching the evos near my area and this is the best i could find. I offered $14000 but he was iffy about it and declined. should i offer my original $15000?

Dont be too hasty & make a call on this just yet. Personally not liking the ACD issue. Those pumps are over $2K if i remember correctly. The front lip is gone. The rear wing is not orig etc
Even though Kelly Blue values are a bit low for EvO's IMO, They have this car pegged at $12K to 14K

Who says you have to buy a new ACD pump? You can easily buy a used one for 1/4 the price quoted, or less. I have no comment on the rest of the car, but thinking you have to buy a new pump for top dollar is silly.

https://www.evolutionm.net/forums/market/750901 here is one in the forums a bit higher miles but it looks great. Just saying don't rush to buy one. It took me almost a year and a half to find the one i bought this year in my price bracket.

I agree, as there are used units out there & some choose to attempt the rebuild, but if I was negotiating a purchase, I would negotiate a discount based on the full, new replacement cost.

This seller is not taking that expense into account, from what Ive seen

yah like 99% of people are not going to mechanically inclined enough to replace the pump on their own, and if they are going to pay a good shop to do it they probably also will not be inclined to roll the dice on a used pump. The real red flag to me would be why hasn't he fixed it? The car would be worth more if he did, makes me think there are other skeletons. Personally i wouldn't even bother getting a PPI done on an evo with drivetrain issues, just pass.
