What Do I need to do so i can redline at 9k

Al i think is running up to 9500.look at his dyno sheets the power stops at 9500 rpm. i think he said he had stock drivetrain exept clutch. i saw some one say a new turbo why is that? stock turbo boost would just taper more but still work. its more in the head work to rev high valve spring retainer they will give out first if your going that high with stock turbo. then the rods are the next weak link then the pistons.
