True HID's or Gas filled Halogens?

High voltage Xenons are true HIDS while Xenon gas filled Halogen bulbs are not, what does the EVO have?

How much would it cost to make the HI-Beams xenons as well so a BI-Xenon conversion? NOT Fake bulb either, but the real deal?

you do understand that bi-xenon means left and rigth and not low beam and high beam. Go test drive a BMW or benz with bi-xenon - the high beams are still bulb based. You can switch over the high beams for around $500

HID lights take a few seconds to charge up and get bright. In high beam situations, you need instantaneous light, so having bulbs is actually more ideal. HID lights aren't meant to be constantly turned on and off.

some cars, have an extra 3rd bulb for flashing people which yu can use as HI-Beams which are regular halogens if you hold the lever or if yu actually click the lever over another set of Xenons come on which are the BI-Xenon. VW Touareg has it.

What are yu talkin about?? I was a salesman for VW, yu can get a Xenon option which most of them come with. They are actually BI-Xenon

High Intensity Gas-discharge headlamps (Bi-Xenon) and headlight washer system with clear lightweight, chip resistant polycarbonate lenses

Actually the M3 is also BI-Xenon but the S4 only has LO-Xenon.
