Any solution for difficult cold starts?

I have a wideband O2 meter installed on the car. The sensor is not heated up enough to read an A/F ratio when I'm starting the car in the mornings. Post-start it runs in the 10's and 11's at idle until the water temp comes up. Got any suggestions?

my brother had trouble with his car when he was living in canada in extreme cold temps. he got a block heater put in and it worked perfect.

It should be leaner than that I would aim for 13.5 to 14 as it warms up, If you meter was warm for cold start I bet it would be in the 9's and this is where you problem is, remove some fuel from the WU table.
