OBD 2 port not communicating

So on my JDM evo 5 whenever anyone tries to hook up to the obd2 port to read diagnostics it just says no communication. Can anyone point me in the right direction on how to solve this? im pretty new at this and im told that I cant get access to the ecu without getting this working.

The OnBoard Diagnostics system is different. American cars use OBD2, Euros use EOBD, & Japs use JOBD. Most scanners will do US and Euro ECUs but not many will do all three. You can find JOBD readers online for about $100.

so turns out its a wiring issue with mine. Good thing I didn't order the JOBD reader. Ive heard that you do not need this reader to read 1996+ vehicles equipped with OBD 2
