Evo SD 96531706 tuning questions.

Evo SD 96531706 tuning questions.
Hey guys, hows it going?
So I've been having some problems regarding idle controls and idling in general with this Rom 96531706.
First off the idle rpm target table does do anything for me except the last two in tep which are, if I remember, 171 and 180 F. Those work a bit but I still have a jumpy idle here and there and not to mention cold starts. Cold starts do nothing, it just wants to die. Ugh! Also I get throttle hang from time to time and it pisses me off. What can I maybe try out to like try and make my evo follow those idle controls like to the letter, if you know what I mean. (Also TPS is working perfectly and the ICV is brand new and working great.)
Before actually going SD my other Maf rom worked great, always idled where I wanted it no matter the temp and also closed loop cold start it stayed around 12.5 afr till about a minute where it moved to 14.7.
Also another problem is that on cold starts it goes stupid rich. I've had to go with open loop on my idle rpms just so that it stays where I want it too. (Targeting 15.1)
