Injector inspection, cleaning and testing isn't something you can really do effectively yourself. As for removal it's the 4 plugs, 2 bolts and some common sense. I posted on how to do it last week or the week before. You're probably better off sending them out to a shop that specializes in that sort of thing.

EDIT: I forgot to add that this really isn't worth it with the stock injectors unles you plan on getting them laser drilled or something to increase their flow rate. If you were to go that far you'd probably be better off doing it on a spare set of injectors, and it wouldbe wise to at least have a piggyback ECU to control fuel.

For one thing I'm sure you'd notice pretty quickly if you were running on 3 cylinders. There are in-line testers (like a bulb or whatever) that makes sure the injector is opening, but I don't believe it will show flow. If your injector is flowing less than it's rated you would probably have to send it out for testing. http://www.rceng.com/service.htm for example. Of course that's not the most practical...especially if you like driving your car. Someone else may know a method (I doubt it though), but I don't know any way of home-testing accurate flow for injectors. You would need a way to simulate stock fuel pressure and then to measure the volume of fluid the injector was pushing under those conditions etc. A little much for a home test, no? You could always just ask someone to swap injectors with you for a day or something. Know anyone else with a Lancer? Or you could buy a spare set and swap them out. I highly doubt you're having injector problems (either seriously decreased flow or failure) unless you put odd fluids in your fuel tank, however I suppose it's not totally impossible to have premature injector failutre in any car.

EDIT: And why is this in forced induction tech?

Well, like I said you can get them flow tested, but it seems unlikely to me that the injectors themselves are the problems. I see now though. Your car is turbo, your profile under your user name just doesn't say it. I dig.
