Evo's run 11's, but they still have lower trap speeds than a xxxhp supra running an 11 trapping at well over what the Evo does. It's completely possible for a low 14 second turbo'd lancer to pull on a mid 13 second Evo if the Lancer's trapspeeds are higher and it's a highway racer. Drivetrain loss? You wouldn't need 300hp, you'd need around 250 which is almost exactly where RRM's kit puts you.

Make a Evo RWD and you can reverese the formula, higher trap speeds and lower ETs.
The torque on each engine makes a whole world of differences as well. You need great torque to still be fast above 3 digit MPHs, the Evo naturally makes tons of torque considering its small displacement.

Voiding high insurances quotes by claiming a lancer.. I am aware. The difference of price is to the advantage of the Evo overall because as you know the lancer still have to compare to the Evo brakes, steering, rims, tires, seats, suspension and all the good stuff that makes this car unique but at the end of the day Ii repeat that whatever floats your boat, if you can't get the Eevo now then you have to work your way around on your lancer.
