Looks pretty decent. I've never heard of it before. RRM is proven, but you're welcome to try this TS kit.

Catback - no, you can get that later. But it would be better to get it now.
Flywheel - your call. That's a drivetrain matter, so it has nothing to do with adding power.
Piggyback - um, both of the turbo kits you mentioned seem to come with a piggyback.
Manifold - huh? If you mean the exhaust manifold (header), you can do that whenever.
Clutch - again, a drivetrain. This doesn't relate to the turbo.

As for the catback and manifold, it's up to you. The kits will come pretuned (or they should. I know the RRM does.). Once you get all the mods you plan on having (when you're "done"), then you should take it to a professional and get your car tuned. That will get the most power that way because every car is different, so getting your car specifically tuned is the best way.

As for the clutch and flywheel - it's probably wise. If you can afford them, get them both now. Mostly it depends on how much power you're putting down. If you're getting a low-power kit (like RRM's Stage 0), then the stock stuff is OK. If you're going bigtime (like RRM Stage 2), then a stronger clutch is a 100% need.

Did I hit everything?

nope, you forgot to mention that depending on how much boost he wants he would need to get forged internals. Rods and blah....

Well, I'd hope he knows that. It's like the "Lancer Catchphrase."

You should be safe to run under 14 psi without forged internals correct?

I thought rrm through a rod at 14 psi? I plan on running 9 psi with fuel pump and injectors.

They threw a rod at 14 PSI but the pistons fail above 9 IIRC. Catback would be a good idea since turbos run on exhaust gases. Flywheel is up to you, it doesn't add power but it does let the car rev easier (both a good thing and a bad thing). You need a manifold to use an RRM turbo. Depending on what kit you get it might come with one or you might need to buy a header as well.

Um, go with 7. That's what RRM uses to start you out. Everyone's pistons are different, so you want to start off at 7, since it's pretty safe on all Lancers.

You need a fuel pump to go turbo period, the stocker can't keep up with the extra amount of air. The problem isn't fuel delivery, it's the effects of pressure on the motor.
